A man who wore a T-shirt mocking the killing of two police officers has lost his appeal against his sentence.
Barry Thew, 39, was arrested wearing the top with the words “one less pig perfect justice” hours after the deaths of PCs Fiona Bone and Nicola Hughes.
Thew, of Wolsey Street, Radcliffe, was jailed for eight months in October after admitting a public order offence.
Lord Chief Justice Lord Judge, at the Court of Appeal, said the jail term was not “arguably excessive”.

“Our judgment is that this, of its kind, was a most serious offence.

Dale Cregan, 29, has been charged with the officers’ murders.

In general, and in particular about the brit police,: Occasionally people will say about the wrongdoings of police that it’s just “one or two bad apples”.
While I wouldn’t go as far as to say ALL police are scum, I think the ‘one or two bad apples’ is a severe understatement of the extent of the problem. My perception is the barrel is 50% rotten, or more, and that it’s the good apples which are the exception.
It’s the problem of institutionalisation. The rot spreads, enveloping many of those who are either indepenedently minded, act on their moral conscience or even, neutral justice. The bad cops believe they have some kind of monopoly on the law, and to dispense it (or pretend to be be dispensing it) as they choose to perceive it, onto the ordinary, lower, citizens.
It seems to me they are allowed to achieve this by being able to abuse a number of charges of offences, such as disturbing the peace, resisting arrest, failure to disobey a cop etc etc. These trumped up charges can see you taken away against your will. It seems nobody in a position above the pigs ever say these charges were illigitimately used.
Disturbing the peace to me is like some idiot playing thump thump music at 2:00 on a Sunday night, and not that one asks questions of the police.
A total overhaul in policing is very much needed and way way overdue. One in which perhaps local people take up positions as police officers for their particular area. Perhaps a federal force that can only act on the authority of the local force eded or act on their conscions or
But this isn’t going to happen. Most brits have no spine and swallow propaganda like a fish does water.

Police Inspector In Court Over Child Sex Offences
A police inspector who was based in Mansfield has appeared at Sheffield Crown Court this morning charged with two child sex offences.
44-year-old Inspector Russell Dew was remanded back into the custody this morning by the court in South Yorkshire.
It’s alleged that within the last year, Dew had sex with and also sexually touched a thirteen-year-old girl in the Newark area.
Dew will now appear before the court again on October 24th.
In the meantime, he has been suspended by the local police force and will remain in custody.

Devious Olivier Leger even met the boy’s parents and pretended he had a terminally ill son so the victim could spend more time with him.

Leger, who served in French police, took him to swimming baths and sexually assaulted him and committed sex acts with him on two other occasions.
He later briefly had sex with him.
Miss Ascherson said Leger met the boy’s parents and asked if he could take him to visit his sick son in London’s Great Ormond Street Hospital.
“This was a lie to get further access to the child and be alone with him,” she said.
The parents eventually became suspicious and contacted the police.
Leger admitted four charges of sexual activity with a child in February last year and nine of possessing indecent images of children.
The pictures at levels one to four, the highest being five, totalled 783. There was also one movie clip at level two.
Judge Philip Statman said Leger going to the boy’s home was a significant feature of the case.
“This ruse allowed you to perform sexual activity with the victim,” he said.
“It seems to me that highlights the manipulative and devious conduct of which you are undoubtedly capable.”
There was no doubt the teenager was exploring his own sexuality but Leger knew from the start how old he was.
“You knew the gravity of what you were doing,” added the judge.
Leger was placed on the sex offenders’ register indefinitely and made subject to a sexual offences prevention order for 10 years. He will be banned from working with children.
Judge Statman recommended sex offender treatment, either in prison or while on licence.

Jacob Michael died after he was blasted in the face with pepper spray
A 25-year-old man collapsed and died after being overpowered with CS spray as he was being arrested by up to eleven police officers.
Jacob Michael was sprayed in the face inside his home in the Widnes area of Cheshire, but managed to flee officers before being brought down on a verge 30 metres away.
He was taken to a police station where he suddenly became unwell and was rushed to hospital by ambulance. He was pronounced dead two hours later.
Today police watchdog the Independent Police Complaints Commission confirmed it had begun an investigation into Monday’s incident. Tests are due to be carried out into how Michael died.
The dead man – who was known as Jake – had been with his family and is believed to have dialled 999 himself over a threat made to him when police arrived at the semi-detached home at 5pm.
Police said they were arresting him on suspicion of affray but there was a struggle and Michael was blasted in the face with the spray.
Despite him being temporarily blinded by the effects, Michael managed to run out of the house and got to a grass verge before being tackled and brought to the ground by other police officers who were waiting nearby.
Neighbour Ann Blease, 40, said: ‘I didn’t know Jake that well but he seemed like a good lad, he was pleasant and good with all the kids, very friendly and happy-go-lucky.

I watched a movie once where a group of judges frustrated at the constraints of the legal system set up a secret court where in private they deliberated upon cases and issued sentences.

Hampshire police are regularly scum. They have created false records – acceptable in the eyes of their professional standards department. They have assualted me – acceptable in the eyes of the police standards department. They arrested my wife and I; my wife had a stroke, they sought no treatment, result my wife in hospital for 3 weeks – police standards judged they did nothing wrong.
They harrassed my family on many occasions, their falsification of records resulted in a false CRB declaration and Roger Trencher is denying me access to the compensation I am due.

The truth has to come out in the end. Thank goodness someone has the money to be able to expose police corruption. Unfortunately, our Government passed the laws that mean we have to complain to the police standards department (undoubtedly corrupt) which will not judge misconduct fairly, finding in favour of their buddies. Appealing to the IPCC re these corrupt judgements is no better, as the IPCC do not look for truth but how to clear corrupt officers. In other words their is no hope for truth. Indeed you find as in Hampshire, that no matter how poor the police perform (20% clear up rate and failure to record what most people would see as crime), that the inept chief constables then get awarded the QPM as Alex Marshall did in Hampshire.
So corrupt all round and all because the Government depend on the police to prevent disruption when the introduce policies the country never voted for.

I may have said it before but Hampshire Police ably (mis0-led by Alex Marshall have anovel way of covering up their mistakes. They make false records, supply them to the CRB and then when ones employment is held up because of this are bare-faced enough to say that they made an error in a rush to release a person in urgent need of medical treatment (only 4 hours after the crisis). What they mean os that their custody staff – sgt Crees and sgt Voller, failed to follow the correct procedure and take samples for DNA testing or fingerprints.
However, what is astonishing in my case, is that in the absence of appropriate forensic samples, and as a result of police staff in Hampshire having inadequate training or inadequate capabilities to be a police officer, they throw onto a record crimes that I have never committed. So on finding out that I had a record for drunk driving and robbery (which were never committed) the corrupt police then move to the next level. Rooger Trencher, Hampshire Police’s inept force solicitor admitted police corruption and liability for the errors it made but all claims for compensation which he offered have been denied. Surprise, surprise, Hampshire Force solicitor’s department lose correspondence. I just love the way Hampshire poloice are an irresponsible, lying bunch of arseholes.
I am a student at forensic science at keele university, and it is pretty obvious they were not doing their jobs properly! But what the heck! its the British establishment and you have to put up with their double standards procedures. I have had many dealings with these lower than crocodile piss rats! Metropolitan Police (Met) officers assaulted a 16-year-old boy with severe autism by forcing him into handcuffs and leg restraints during a school trip, the High Court has ruled.
The judge said the boy, now 19, also had his human rights breached.
The boy, who also has epilepsy, was subjected to disability discrimination and false imprisonment, it was ruled.
He was awarded £28,250 in damages following the incident at a swimming pool in Acton, west London, in 2008.
‘Refusing to apologise’
The force was refused permission to appeal, although counsel for the Met Commissioner said the application would be pursued directly with the Court of Appeal.
Outside court, the teenager’s solicitor Tony Murphy said: “The commissioner, Bernard Hogan-Howe, is still refusing to apologise and has instead sought permission to appeal this judgement.
“He has used public money to defend the indefensible.”

The boy, known only as ZH, was physically removed from the swimming pool and forcibly restrained after he jumped into the pool fully clothed.
The judge, Sir Robert Nelson, said although the officers attending the incident were acting as they genuinely thought best, their responses were “over-hasty and ill-informed”.
Matters escalated to the point where a “wholly inappropriate” restraint of ZH, who cannot communicate by speech, took place.
By failing to consult his carers, the police failed to understand the potentially serious consequences of applying force and restraint to ZH, who was said to have suffered moderate post-traumatic stress disorder.
The judge said that ZH was at the pool for a familiarisation with four other pupils when he became fixated with the water and broke away from the group.
When the police arrived, they perceived it as a “life-and-death situation” as ZH, who could not swim but had no fear of the water nor indeed any knowledge of its danger, could have drowned.
When ZH moved closer to the pool, two officers took hold of his jacket as he began to gather momentum, but he was much too big and strong and ended up in the water, which was chest-deep.

ZH was moved to the shallow end and lifted out by lifeguards, with two police officers taking hold of his arms before handcuffs and leg restraints were applied.
Soaking wet, agitated and distressed, he was placed alone in a cage in the rear of a police van until calmed by carers and allowed to leave with them.
The judge said lawyers for ZH had established his claim for trespass to the person, assault and battery and false imprisonment under the Disability Discrimination Act and the Human Rights Act,
He said: “The case highlights the need for there to be an awareness of the disability of autism within the public services.
“It is to be hoped that this sad case will help bring that about.”
The court heard it was the first time police in London had been found to have subjected a member of the public to inhuman or degrading treatment, and to disability discrimination.
A spokesman for the Met said they were giving the findings of the hearing “full and careful consideration”.
He added: “We will be seeking legal advice and take forward any learning as appropriate.

The funeral of a woman whose body was exhumed from the grave of a former paratrooper is being held later.
Grace Kamara’s body was mistakenly buried at the Northern Cemetery in Hull in 2000 instead of that of Christopher Alder, 37.
The error went unnoticed until November last year when Mr Alder’s body was found in a mortuary.
The funeral is being held at St Charles Catholic Church in Hull, three months after the body was exhumed.
South Yorkshire Police are investigating how the mix-up happened.
Ms Kamara, 77, died from natural causes but her burial had been delayed until 4 November 2011 for family reasons.
Thirty specialists were involved in the exhumation overnight on 21 February.
Mr Alder choked to death at Queen’s Gardens police station soon after he was arrested in 1998.
Ten years ago, a coroner’s jury decided Mr Alder was unlawfully killed, and misconduct and manslaughter charges were later brought against five Humberside Police officers.
They were acquitted of all criminal charges in 2002.
In 2006, an Independent Police Complaints Commission report said four of the officers present in the custody suite when Mr Alder died were guilty of the “most serious neglect of duty”.
But the Police Federation said the officers “strongly disputed” the report’s conclusions.

Pc to face court for ‘baton attack’

A West Yorkshire police officer who allegedly hit a man on the head with a baton will face a charge of assault, the Independent Police Complaints Commission (IPCC) has said.
West Yorkshire officer Pc Ian Bell has been summoned to face the charge and will appear in court next month.
The IPCC said the prosecution follows its investigation into an incident in Castleford on October 23 last year, in which it was alleged a man, who has not been named, was struck on the head with a police baton.
Bell, 39, who is based at Jessop Street police station in Castleford, will appear at Sheffield Magistrates’ Court on June 11.

A coroner has clashed with the lawyer for the Independent Police Complaints Commission after it refused to release material on the death of Mark Duggan.
Mr Duggan’s shooting by police in north London sparked the 2011 summer riots.
The IPCC barrister, Robin Tam QC, refused to provide copies of witness statements to Coroner Andrew Walker during a pre-inquest hearing.
Mr Walker said that was “quite extraordinary” and ordered the material to be disclosed within 28 days.
The death of Mr Duggan, 29, led to protests in Tottenham which then turned into widespread looting and rioting across the country.
Refusing to provide the requested material, Mr Tam explained the IPCC wanted to disclose all of the evidence and statements it had gathered at the same time.
He said: “Further significant evidence has come to light which is being worked on.”
Investigation ‘mal-management’
BBC Home Affairs Correspondent Danny Shaw said it was thought to be a reference to video footage of the shooting obtained by the BBC.
Mr Tam went on to claim it would be “dangerous” to provide only some of the material.
Michael Mansfield QC, representing Mark Duggan’s family, said the IPCC’s position was “utterly unacceptable”, warning the organisation it would be in contempt if it refused the coroner’s instructions.
He suggested the reason the IPCC did not want to pass on the information was its own “mal-management” of the investigation.
“That’s the explanation they don’t want to give you,” he said.
A review is scheduled to take place in October to determine if an inquest can be held or if an inquiry will take place instead.
The coroner has said previously it might not be possible to hold an inquest because of the existence of sensitive evidence.

A long-serving Telford detective has been cautioned after assaulting Wrekin MP Mark Pritchard in a pub toilet.
Detective Sergeant Graham Cooper, aged 51, was cautioned by officers after admitting assaulting the 44-year-old Conservative MP at the Huntsman pub in Little Wenlock in May.
The caution means Cooper admits guilt for the assault and will receive a criminal record for it. But he will not now face court action and remains on duty.
The detective, who is based at Telford police station and has more than 20 years service, had been due to appear before Redditch magistrates charged with common assault later this week.
Cooper, from the Telford area, is alleged to have put his hand in the Conservative MP’s face and shoved him against a wall in the toilets at The Huntsman on May 31.
Toby Shergold, spokes-man for West Mercia Police, said: “We can confirm that Detective Sergeant Graham Cooper has received a caution for common assault in Little Wenlock on May 31 this year.
“He has not been suspended but there is an on-going misconduct process as a result of this incident.”
This afternoon Mr Pritchard said he would continue to speak out against any misconduct by police.
Mr Pritchard said: “This assault has made me more, not less, resilient to speak up on behalf of my constituents and against police misconduct.
“I will also continue to fully support fundamental reforms to the police service. The police need to rediscover they police by consent not by might; that they need the public’s trust to do their job effectively; and that all officers are subject to the same law as everyone else.”
In July 2003 DS Cooper received an official accolade for being a community hero and was commended for an investigation into a Telford paedophile ring.

An off-duty police officer has been shot dead and another man injured in a residential area of an Essex resort.
Police were called at about 15:30 BST after reports of gunfire just off Redbridge Road in Clacton-on-Sea.
Police named the man they are hunting over the shooting as Peter Reeve, 64, who they said was dangerous and warned people not to approach him.
Armed officers are searching the town and residents have been advised to remain indoors as inquiries continue.
Reeve, who is believed to be armed, is described as white, around 5ft 10ins with short greyish hair, wearing jeans and possibly with glasses. He comes from the Clacton area.
Police would not comment further on the identity of the dead officer.
‘Sad day’
Paul McKeever, chairman of the Police Federation, wrote on Twitter: “Every police officer in the country is thinking of our colleagues in Essex.

“Our thoughts are with the family and friends of our colleague who has been killed in Essex. It’s a very sad day indeed.”
A white tent has been erected in front of a house at the scene and more than 13 police vehicles are parked nearby, including a van full of armed officers.
A group of 20 neighbours were led away from nearby houses by forensic officers and gave their details before leaving the scene.
A police spokesman said they were confident of catching the gunman after receiving many calls from the public.
He also said when police arrived they found one man dead and another man with serious leg injuries lying in the street.
A BBC Essex reporter said it was a quiet residential area in a “well-to-do” part of Clacton.
A 45-year-old woman, who lives yards from the scene, said: “I heard a lot of commotion at about 3.40 near to flats at the end of the street.
“I didn’t know what was going on. There’s still a lot of commotion in the street. I saw a man running up the road.
“I don’t know anyone involved in what’s happened. The whole road has been cordoned off. My husband isn’t being allowed back to our house.”
‘Stay inside’
Patrick Mooney, 83, returned from a shopping trip at about 16:00 to find police in his street.
“I was escorted back to my house by police and told ‘stay inside’,” he said.
“I didn’t ask what was going on and they didn’t tell me.”
Hazel Field, 75, who lives in Redbridge Road, said she heard a number of gunshots.
“I was in the garden at the time and heard a gunshot, followed by a woman’s scream,” she said.
“Then I heard another gunshot, followed by about five more.”
Another woman added: “We were standing outside and heard what we thought was a dog howling and then we realised it was a woman screaming.
“We heard a man shouting and then there was another series of gunshots before it went quiet.
“It must have been about 10 to 15 minutes later that we heard police sirens.”

Armed police officers shoot man in Woking
A man who was shot by police officers in Woking is being treated in hospital.
According to Surrey Police, an armed unit was sent to Oak Tree Road, in Knaphill, just after 22:00 BST on Wednesday.
This followed reports a man in his 40s was armed and intended to hurt himself and others. He was shot at the scene.
Some nearby residents were evacuated after concerns an explosive device was planted at the address, however a bomb disposal team found nothing.
Firearm at scene
The man is being treated at St George’s Hospital, in Tooting, south London, though police have not revealed the extent of his injuries.
Another man in his 30s was arrested and remains in custody. Police have said they are not looking for anyone else in connection with the incident.
Officers reported that a firearm was discovered at the scene but it has not yet been examined.
The incident has been referred to the Independent Police Complaints Commission (IPCC) which has sent investigators to the scene.
A spokeswoman for the IPCC said: “A decision on the level of IPCC involvement will be made once the assessment is completed.”

A former detective jailed for life for murdering his partner has been found hanged in his cell.
Peter Foster, 36, was jailed for at least 17 years at Lewes Crown Court last month after admitting murdering Heather Cooper, whose body was discovered in a shallow woodland grave.
The 33-year-old was killed at the couple’s home in Haslemere, Surrey.
Foster’s death, at Lewes Prison, comes three days after a man who knifed his stepfather to death was found hanged.
Nathan Vaughan-Jones, 34, was found at about 20:30 BST on Friday at the prison and pronounced dead about 30 minutes later. He had been jailed for 11 years in March 2012.
Vaughan-Jones admitted the manslaughter of 63-year-old Nigel Ross on the grounds of diminished responsibility after he stabbed him 41 times in the garden of his sister’s home in South Chailey, near Lewes.
It is understood Foster was subject to suicide-prevention measures at Lewes jail.
Heather Cooper was found dead in woodland a few miles from her home in Haslemere last October
The Prison Service said he was found hanged in his cell at 03:00 BST.
“Prison staff tried to resuscitate him and paramedics were called but he was pronounced dead at 03:25,” said a spokesman.
“As with all deaths in custody, the independent Prisons and Probation Ombudsman will conduct an investigation.
“We will now consider if these cases were completely isolated or if there were any common factors involved.”
Foster stabbed Ms Cooper, a detective constable with Surrey Police, while she was on maternity leave in October last year following the birth of her second child.
He then dumped her body in Blackdown Woods, near Lurgashall, West Sussex.
Ms Cooper, who grew up in York, worked in the Public Protection Investigation Unit based at Guildford police station.

A police officer who took time off work after falsely claiming her daughter had cancer has been jailed for 18 months.
Rachel Hewitt, 39, of Ash Grove, South Elmsall, West Yorkshire, admitted fraud and misconduct in public office earlier this year at Hull Crown Court.
Hewitt claimed she had to miss shifts at North Yorkshire Police – where she no longer works – because her teenage daughter needed chemotherapy.
In fact, the court heard, her daughter was taking part in show-jumping events.
The offences relate to the period between 1 January 2009 and 10 October last year when Hewitt was a constable with North Yorkshire Police.
‘Breach of trust’
The court was told the force gave her compassionate leave and special shifts, and colleagues organised whip-rounds to buy the family gifts.
Jailing Hewitt, Judge Simon Jack said she had shown an “extreme breach of trust” by telling the lie for about two years before her arrest last year.

Hewitt denied a further charge of fraud relating to a request for a career break to look after her daughter, who is now 15, with which the Crown Prosecution Service agreed it would not proceed.

Prosecutor Simon Batiste said Hewitt took “considerable periods off from work” and was put on a four-day week after claiming her daughter had the life-threatening illness, and pretending she had also developed other conditions during her treatment.
“On May 1 2010, she indicated her daughter had been hospitalised with pneumonia and would undergo treatment on May 7,” Mr Batiste said.
“In fact, her daughter was competing that very day at the Port Royal Showground.”
Heidi Cotton, representing Hewitt, said the defendant accepted “deliberately fabricating evocative family problems”, which was reflected in her plea.
Jailing Hewitt, the judge said: “Your actions have undermined the trust the police officers place in each other and they will no doubt undermine, to some extent at least, the trust members of the public place in the police.
“If a police officer has been seen to be telling a pack of lies, even if not directly to the public, that clearly undermines the faith the public have in the police.
“Nobody thought for a moment somebody would lie about something so serious, so emotive as the health of their child. That’s why you got away with it for so long.”

A Metropolitan Police officer has been accused of lying in a “ruse” to cover up police blunders over the death in custody of a man with schizophrenia.
Physically fit musician Sean Rigg, 40, died at Brixton police station in south London in 2008, after being arrested for attacking passers-by in Balham.
PC John Rees was accused at the inquest into Mr Rigg’s death of trying to make it appear police responded quicker to calls about him than they really did.
The PC denied misleading the jury.
In his original witness statement, given months after the death, PC Rees claimed he and his colleague PC Andrew Combden arrived at the hostel where Mr Rigg lived at 19:40 BST on 21 August 2008, before he had been taken into custody.
But CCTV evidence showed the pair arriving at about 20:10 BST, by which time Mr Rigg was being held in the caged area at Brixton police station where he collapsed and died.
‘Cover up’
Representing Mr Rigg’s family at the inquest at Southwark Coroner’s Court, Leslie Thomas suggested PC Rees was lying to cover up the police’s failure to attend previous calls from the hostel in Fairmount Road, Brixton, before the musician was arrested.
Mr Thomas said: “Was this an attempt to cover up the inadequacies of the police’s response?
“Was it an attempt by police to deal with the fact that they knew they had Sean in custody but hadn’t gone to Fairmount Road (despite the calls)?
“Do you accept that you knew that Sean was in a bad condition at the police station when you went to Fairmount Road?”
PC Rees replied: “I don’t believe I did at the time.”
‘No injury signs’
Mr Thomas then said: “I suggest your statement was a ruse to make it look like Sean had only just left when you got there.
“You knew it and your colleague knew it, a man was in the police station unconscious. Do you accept that?”
PC Rees replied: “No.”
After he was taken to Brixton police station, Mr Rigg collapsed and was seen by a doctor.
An ambulance was called to take him to hospital but before it arrived his condition deteriorated and he was given CPR.
He was formally pronounced dead in hospital later that night.
A preliminary post-mortem examination showed no obvious signs of any injury that could have caused his death.
The inquest, which is expected to last until the third week of July, was adjourned until Wednesday.

The Independent Police Complaints Commission is due to give its report to a coroner in the autumn.
An inquest into the death of the father-of-four will take place in January, but there is a possibility some evidence about police operations will need to be heard in secret, which would mean that a special type of public inquiry would need to be held instead.
Pam Duggan said there needed to be a full jury inquest into her son’s death
The police have said they believe Mr Duggan was involved in drug dealing and that he was armed at the time of the shooting.
An internal police investigation has shown that a bullet lodged in a policeman’s radio was not fired by Mr Duggan.
The firearms officers involved have so far refused to be interviewed by investigators.
London Mayor Boris Johnson said of the anniversary: “It’s an important time to remember what happened.
“There is a commemoration taking place and I think it will be observed as it should be in a proper and dignified way.”

A disciplinary panel says the pathologist who conducted the first post-mortem examination on Ian Tomlinson is “dishonest” and “liable to bring his profession into disrepute”.
Dr Freddy Patel said Mr Tomlinson, who was pushed to the ground by a policeman at the G20 protests in London in 2009, had died of coronary artery disease.
A Medical Practitioners Tribunal Service panel found this was wrong.
The panel also found that his conduct was “misleading”.
In total, 68 failings were identified by the Medical Practitioners Tribunal Service in Dr Patel’s work on the case of Mr Tomlinson.
The panel will now determine if his “fitness to practise” was “impaired by reason of misconduct and/or deficient professional performance” and if he should be allowed to continue as a pathologist.
Two reports
An inquest jury found that Mr Tomlinson had been unlawfully killed but the police officer who pushed him and struck him with a baton, Simon Harwood, was cleared of manslaughter.
Last year, Dr Patel – who is currently suspended – was given a four-month ban for dishonesty and omitting key findings after examining the body of a murder victim who he said had died from natural causes.
Dr Patel has also served a three-month suspension for failings in other cases and is no longer on the official register of approved forensic pathologists.
He compiled two reports into Mr Tomlinson’s death, both on the same day – on 6 April 2009 and 6 April 2010. The second was done after receiving new evidence.
The panel has released its findings on Mr Tomlinson’s case, finding that Dr Patel admitted not including in his first report that he had mentioned to police that he had found injuries that could be consistent with a baton strike.
It also found the pathologist did not properly consider or comment on how abdominal bleeding found on Mr Tomlinson could have caused his collapse and death.
And the panel also found that Dr Patel did not fully explain how Mr Tomlinson could have died from a heart attack or adequately consider any other possible non-natural causes of death.
‘Wrong conclusions’
Dr Patel’s second post-mortem report also contained a series of mistakes and incorrect conclusions, according to the panel, who found him to be dishonest as he did not identify changes made to his first report referring to Mr Tomlinson’s liver injuries.
He played down signs of bleeding by saying there was “no sign of haematoma” on his liver and also failed to comment on the significance of these changes, which was misleading, the panel said.
Also in the second report, Dr Patel wrongly concluded that Mr Tomlinson died of a heart attack, and wrongly concluded that “death could not have been due to haemorrhage” and “the injury to the liver was relatively minor”, the panel found.
And despite having seen CCTV footage of Mr Tomlinson being hit with a baton by a policeman, Dr Patel also wrongly concluded that “there were no significant marks of violence from assault or forceful restraint”.
The panel has been sitting in Manchester but is due to relocate to London for three days so that Dr Patel can give evidence in person.

Metropolitan Police officer arrested over theft
A Metropolitan Police officer has been suspended after he was arrested on suspicion of theft.
The male officer was held after property belonging to police went missing.
The Westminster-based officer was then arrested over a further theft.
A Scotland Yard spokesman said the officer was arrested on 13 July and has been bailed until mid October while an investigation takes place.

A serving West Midlands Police officer has been arrested after a woman was abused on the internet.
Nicola Brookes, 45, from Brighton, was falsely portrayed as a paedophile and drug dealer on Facebook.
The 32-year-old officer has been bailed on suspicion of misuse of a computer.
Ms Brookes was granted a High Court order in June asking the social networking giant to reveal the IP addresses of those who abused her so she could prosecute them.
She said the abuse started after she posted a supportive message about X Factor contestant Frankie Cocozza when he left the show last year.
‘Emails hacked’
West Midlands Police said the policeman arrested was not a frontline officer and had not been suspended.
He has been bailed to 19 October as inquiries continue.

“The investigation is ongoing by Sussex Police and the allegations do not relate to use of police systems.”
Sussex Police said the Birmingham man was arrested on 21 August “following the investigation into online harassment of a Brighton woman”.
“The complaint from the victim relates to abuse that she received whilst using her Facebook account and also that her account and emails had been hacked into by an unknown source,” the Sussex force said.
“Officers examined her computer as part of an ongoing investigation to try and trace the source of the abuse and security breach.”
‘Trolled relentlessly’
Ms Brookes said fake Facebook profiles had been set up in her name, using her photo, to post explicit comments and her daughter was also targeted.
“We need something that protects people because the system that Facebook has in place does not work. I have been trolled relentlessly,” she said.
She had received more than 3,000 insults over the internet and was “angry and disgusted”.
Facebook said demands for information, such as IP addresses, must be backed up by a court order.
A spokesman added the firm respected its legal obligations and worked with law enforcement to ensure those who harass other users were brought to justice.

Officers treated after Birmingham drug raid
Eight police officers and three suspects were taken to hospital after being overcome by an unknown substance during a drug raid in Birmingham.
The officers were executing a warrant at a house in Bordesley Green at about midnight, West Midlands Police said.
Three men, aged 21, 27 and 34, are being held on suspicion of conspiracy to possess a controlled drug with intent to supply.
Officers seized a “large quantity” of suspected Class A drugs, police said.
All 11 have since been released from hospital.

West Midlands Police was supporting officers from the Serious Organised Crime Agency (Soca), who executed the warrant in relation to illegal drugs.
Officers from both Soca and the West Midlands force became ill, West Midlands Police said.
Ch Insp Lee Wharmby, from the force, said: “Events such as this always raise concern in communities, but I want to be clear that this is about drugs alone and not connected to terrorism.”

‘I just want the truth’
The public inquiry into the death of Azelle Rodney has begun in London seven years after the 24-year-old was killed by a police marksman.
Since then there have been investigations, widespread media coverage and calls by his family for answers as to why he was shot.
Mr Rodney was in a car that was being followed by police in a planned operation involving 25 officers in April 2005, in Edgware.
He was shot by an officer six times.
Immediately afterwards police said the dead man had been seen holding a firearm, but it later emerged this was not true.
Crack cocaine
The officer who shot him said he thought Mr Rodney was reaching for a gun.
Two other men, who were also in the car, were arrested at the scene and jailed for drugs and firearms offences in 2006.
At their trial the court heard three guns were found in the car and the flat of one of the arrested men was being used to produce drugs.
Mr Rodney had been an aspiring footballer in his teens
One of the men claimed Mr Rodney had used his flat to produce crack cocaine to cancel out a drugs debt.
Susan Alexander, Mr Rodney’s mother, has maintained her son barely knew the two men from whom he had accepted a lift.
She said he was not a gangster and only had a minor criminal record.
Azelle Rodney was born and grew up in West London where his family say he was well-known for his athletic abilities.
He was said to be a promising footballer in his teens, whose hopes of making a living through sport ended as a result of a hip injury.
He was a cousin of Leicester City striker Jermaine Beckford.
Expectant father
As well as sport he was also interested in music and is described as spending most of his time in the gym or helping people.
He was survived by two brothers and was an expectant father at the time of his death.
His girlfriend gave birth to their daughter after he was killed.

After the trial of the two other men the Crown Prosecution Service said there was insufficient evidence to prosecute the firearms officers involved in the shooting, following a report by the Independent Police Complaints Commission.
In 2007 a coroner announced he could not proceed with a full inquest into Mr Rodney’s death because of a large number of redactions in police officers’ statements.
The family urged the government to change the law around secret evidence at inquests so it could proceed.
The law was not changed but in 2010 a public inquiry was opened and adjourned after the government called for an investigation into Mr Rodney’s death in place of an inquest.
Earlier this year the government apologised to the European Court of Human Rights for the excessive delays in the case.
Last month Mrs Alexander said the wait to hear why her son died had had a profound effect on her life from which she did not think she would ever recover.
She said: “No one should have to wait for so many years to find out why their son or daughter died at the hands of the police.”

PC ‘hit pregnant ex in stomach’
A Dorset Police officer has denied repeatedly punching his pregnant ex-girlfriend in the stomach because he did not want her to have his baby.
Matthew Cherry, 35, of Parkstone, Poole, is accused of attacking Caroline Craft, 27, while wearing a balaclava at her flat in Bournemouth.
Mr Cherry told Winchester Crown Court he was renovating a nearby house at the time of the attack on 24 March 2011.
He denies a charge of attempted GBH with intent.
When questioned by his defence if he was the attacker who entered the property, Mr Cherry replied: “No, I was not.”
The court had already heard the prosecution claim Mr Cherry was angry, aggressive and desperate for Miss Craft to have an abortion after she told him she was pregnant in October 2010.
When questioned by his defence, Mr Cherry admitted he had been “forceful” when the couple went to see a doctor about the pregnancy.
Pressured a termination
“If I’m honest, I didn’t want the child in that particular time of my life,” he said.
The couple had been living together at the time Miss Craft became pregnant, but Mr Cherry said he moved out to give her space.
He denied telling Miss Craft or her friend Carla Hutchings that he had thought about punching her in the stomach so that she would lose the child.
But he did say the couple had talked about a miscarriage.
The pair decided to split up after Miss Craft decided not to have the termination.
Then six months pregnant, she had been waiting for an estate agent to arrive at her flat on the day of the attack.
Miss Craft opened the door and was pushed to the floor and attacked with multiple punches to her stomach and back, in a way the prosecution say targeted her unborn child.
The attack ended when the estate agent arrived and the masked man fled through the back door.
Miss Craft was taken to hospital with extensive bruising, but neither she nor her unborn baby were seriously harmed.
The trial continues.

The Recorder of Winchester, Judge Keith Cutler, told Cherry: “It was a pernicious and evil attack. On your part there was a high degree of planning.”
Earlier in the trial, Matthew Jewell, prosecuting, said Miss Craft pointed out valuable items to the intruder in case it was a robbery or burglary but her attacker showed no interest in taking anything.
“She was dragged into the bathroom and forced to sit on the toilet.
“The male said he would tie her up. She was absolutely terrified about what was happening to her in her own home.”
The attack only ended when the estate agent arrived.
Cherry fled, using a back door, as he knew the block well having owned the flat before selling it to Miss Craft.
‘Ruined his life’
Cherry, who was angry Miss Craft would not have an abortion, claimed he was renovating a house at the time of the attack.
Jurors heard how he had earlier told Miss Craft and her flatmate Carla Hutchings that he had thought about punching her to cause a miscarriage.
He said the pregnancy had left him feeling trapped and had “ruined his life”, the jury heard.

Analysis of CCTV footage, of a hooded man outside the flat before the attack, concluded he was 6ft 1in, the same height as Cherry.
Miss Craft released a statement, saying: “The past 18 months have been a living hell. The actions of Matthew Cherry on that day were callous, cold-hearted and utterly selfish.
“I will never forgive him for what he did to me and what he so nearly could have done to my baby.”

Ex-detective on misconduct charge
A detective constable who specialised in rape cases has pleaded guilty to faking police records.
Ryan Coleman-Farrow admitted 13 counts of misconduct in a public office at Southwark Crown Court.
He failed to investigate rape and sexual assault cases and falsified entries on a police computer system.
He also falsified records of Crown Prosecution Service (CPS) decisions which had never actually been referred to it.
The offences happened between January 2007 and September 2010, while he was an officer at Kingston-upon-Thames, south-west London, working for Scotland Yard’s specialist Sapphire unit.
The 13 counts Coleman-Farrow pleaded guilty to relate to 10 rape cases and three cases of sexual assault.
The court heard he failed to send items for analysis and take statements, and no action can now be taken on any of those cases.
Coleman-Farrow will remain on bail until the sentencing on 11 October.

I Just heard the news.
The official line is that the police think the two WPC’s were ‘lured’ there.
This is interesting. I thought one day someone might do this. The ‘checks and balances’ to (supposedly) put a dampener on the police force’s inevitable march towards totalitarianism, are clearly utterly corrupt themselves and are a demonstrable failure. What other course of redress is left open to people? – at least that’s what may be going through the mind of the cop killer.
But actually, their killing is not right. There is NO evidence against these two, apparently randomly assigned police women, of any crime that may even begin to provide justification for their killing. For all we know they may have been ‘clean skins’ in terms of corruption. Then again, they could have been as corrupt as these cops who revel in child porn and they could have been involved in satanic child sacrifice. But we just don’t know…. and the same goes for their killer.
As implied, If the killer knew of terrible acts that these WPC’s did, then it would cast a different light on the matter, but I think it’s safe to say this wasn’t the case and he just wanted to kill some cops. and much of the blame for this would lie at the doorstep of those state institutions that allow the swarm of filthy cops to run riot, what with their “kill first, make up lies and fabricate ‘evidence’ later” modus operandi,
Actually, what the killer of these cops has done, is what the cops themselves do, and that is to act outside the law. Perhaps the cop-killer is as bad as the cops, although I believe there is much justification for certain acts based on “He who started it deserves pay-pack, and the eye for an eye mantra also seems to have gravitas.
The cops won’t learn from tis of course. They will continue their lies, porn rings, drugs dealing, civilian (little guy) oppression, while protecting the rich establishment scum that thinks it has some inalienable right to dominate us and kill us at will.

The police watchdog says it has found more than 50 cases where officers and staff have allegedly taken sexual advantage of members of the public.
The Independent Police Complaints Commission said there was no evidence assaults were commonplace but it did not know if all cases were reported.
It called on forces in England and Wales to create a code of conduct to prevent abuses of trust.
The report followed an officer being jailed for life for sex attacks.
Stephen Mitchell, who was convicted of rape and sexual assault in 2010, targeted vulnerable women he met while on duty in Newcastle upon Tyne, such as drug addicts and petty criminals.
He offered to help them while they were in the city centre’s police station, but then sexually assaulted them.
The IPCC’s report, which was produced with the co-operation of the Association of Chief Police Officers (Acpo), said that while the Mitchell case was unusual because it was so serious, there were other instances of officers abusing their position by sexually exploiting vulnerable people.
The watchdog said that between April 2009 and March 2011, there had been 54 cases of corrupt behaviour by officers which it considered to be examples of sexual exploitation or assault.
The report stressed: “There are considerable inconsistencies in the referral of corruption cases in general to the IPCC by different forces. It is therefore possible that the true figure is higher.”
Predatory behaviour
The IPCC said that it had deliberately excluded some types of allegations, including claims of sexual assault made during body searches.
The 54 cases included one of a police officer who was accused of rape by a woman with mental health problems who had called for help because she felt suicidal. The officer initially refused to co-operate, but following the recovery of DNA evidence he told his superiors there had been a consensual sexual act. He later quit the force.
A separate case involved an officer using police computer systems to make unauthorised checks on 176 women over three years. The officer was sacked.
One police officer resigned after he was investigated for predatory behaviour on a string of women which escalated after he was moved to a rural post. One member of the public tried to launch a petition to move the officer because of his behaviour around women.
The IPCC said there should be more vetting of officers in specific situations, such as if they apply for a position dealing with vulnerable people.
It said there should also be a short and specific code of conduct setting out the behaviour expected of officers – and the way in which superiors should investigate allegations.

Nearly 50 Metropolitan Police officers have been suspended for corruption in three years, figures show.
Of the 258 officers suspended for offences also including sexual assault, neglect and assault, 38% of cases were proven and 11% of officers were sacked.
The officers were paid about £3.6m during their suspensions.
A lawyer who handles complaints against the police has called the figures “shocking”. The Met said it aimed to investigate allegations “quickly”.
Police officers and staff can only be suspended if they are likely to interfere with the course of an investigation or if it is the public interest.
As such, most suspensions occur when an officer is subject to a serious criminal investigation or a serious internal misconduct investigation.
Stolen goods
The figures, released under the Freedom of Information Act, show the number of officers suspended on full pay for three years between 2009-11.
Nearly half of those suspended were special constables, who are unpaid.
Although the specifics of each case has not been revealed, the Met said some instances of corruption included handling stolen goods and fraudulent overtime claims.
One of the most high profile cases is that of Ali Dizaei, a commander who was dismissed after he was jailed for misconduct in a public office and perverting the course of justice.
Another is PC Simon Harwood who was recently sacked for gross misconduct after he was found guilty of breeching standards in connection with Ian Tomlinson’s death at the G20 protests.
He was initially suspended from duty in 2011.
Others suspended include: Gareth Beard who was found guilty of fraud; Philip Juhasz who was sacked for racially abusing the manager of a snack kiosk at King’s Cross railway station; Det Con Daren Pooley who was jailed for defrauding the force after he overcharged for rented apartments, and David Price who was found guilty of growing cannabis.
The BBC has also obtained figures which show 372 police staff were suspended between 2009-2011.
‘Delayed justice’
The figures do not include those officers who have been arrested and suspended as part of Operation Elveden, the inquiry into alleged payments to officers from journalists, as these arrests have been this year.

Shamik Dutta, a lawyer who handles complaints against police officers, said: “The figures are shocking.
“In my experience when members of the public complain about police officers it is very rare for those officers to be suspended.
“However, even if they are, investigations can take far too long leading to victims of police misconduct suffering delayed justice.
“The figures show that those delays in investigations also result in great cost to the taxpayer where officers are suspended on full pay.”
A report by the Independent Police Complaints Commision (IPCC) on corruption found the force received 1,487 complaints between 2008 and 2011.
Of those, 345 were referred to the IPCC for investigation.
The IPCC report concluded there had to be clearer information on what constitutes police corruption.
In a statement, the Met said: “Whilst we aim to investigate allegations of misconduct as quickly as possible, the length of an investigation is often determined by the complex nature of some allegations which can be beyond the control of the MPS, as we may need to allow the judicial system or IPCC to complete their proceedings before the force can conclude an investigation.
“While our aim is always to carry out this work in the quickest and most efficient way possible, we also have to ensure investigations are thorough and robust for the benefit of the complainant, the general public, the force as a whole and the officer under investigation.”

Wiltshire Police officer Paul Woollard’s dismissal upheld
Police were right to sack a constable who was in regular contact with a friend accused of child sex offences, the High Court has ruled.
PC Paul Woollard was also sacked for sending emails of a “sexist nature” from a Wiltshire Police address.
The case reached the High Court after the police misconduct panel’s decision to sack him was overturned by a police appeals tribunal.
Wiltshire Police welcomed the judge’s decision to uphold the dismissal.
‘Public confidence’
The judge, Mr Justice Wyn Williams, was told PC Woollard had been in regular contact with his “old friend” Robert Meade in a five-month spell between Meade’s arrest on suspicion of child sex offences and admitting the offence.
Meade was initially arrested in May 2009, before being released on bail pending further investigation. In October of the same year he admitted “engaging in sexual activity” with a 14-year-old girl and was given a 12-month jail term.
PC Woollard had also checked a police record relating to Meade, the judge heard.
In a written ruling, the judge said the appeals tribunal made “errors” and its decision to re-instate should be quashed.
He said: “The police appeals tribunal adopted a view of the relevant allegations which it considered was justified by the evidence without first making a judgment about whether the misconduct panel’s view of the allegations was reasonable.
“It compounded this error of approach by failing to take account of a highly material factor – the maintenance of public confidence in the police service – when determining the appropriateness of the sanction imposed by the misconduct panel.
“In my judgement it is open to this court to intervene given those errors on the part of the police appeals tribunal.”

Two Metropolitan Police officers have been cleared of making racially offensive comments.
PC Kevin Hughes, 36, and PC David Hair, 42, had denied using threatening words or behaviour and racially-aggravated harassment.
They were cleared at Westminster Magistrates’ Court.
PC Kevin Hughes, of Brentwood, Essex, admitted saying a black man looked like a monkey but said he was discussing evolution.
PC Hair, of Epping, Essex, was accused of saying a black woman colleague might “go home to cook bananas”.
‘Freedom of speech’
Senior District Judge Howard Riddle said: “Whatever precisely PC Hughes said, it was unacceptable and offensive.
“There is simply no doubt that referring to black people as looking like monkeys is found to cause huge offence to most listeners.
“That does not necessarily mean it is a criminal offence.
“The comments were made within the confines of a police vehicle containing four police officers.
“There is no suggestion that the comment was overheard…there was no evidence of aggression, there was no threat.
“Freedom of speech is a cherished principle. Freedom of speech includes the freedom to be offensive – context is central.
“It is, of course, restrained in a number of ways – employers can require employees to avoid offensive language or lose their jobs.
“The civil courts can provide redress for harm caused.”
Referring to PC Hair, the judge said: “While the insulting nature of the comment seems obvious to many, I believe it was not obvious at the time to PC Hair.
“A person is guilty of a Section 5 offence only if he understands his words to be threatening, abusive or insulting.
“Asking someone if they are going to cook bananas is not universally acknowledged as an insult.
“I bear in mind his consistent denials.”
‘Uncomfortable experience’
The judge praised the officers who gave evidence for the prosecution about the offensive words.
He said it was encouraging that they “were prepared to report what they had heard and to come to court to give evidence”.
He added: “I would not be surprised if this was an uncomfortable experience for them.
“They should be reassured that despite the verdict in the case their actions are deeply reassuring.
“Finally there can be no doubt that the MPS [Metropolitan Police Service] and the CPS [Crown Prosecution Service] have taken these incidents and complaints very seriously indeed.”
Both officers, who were in tears after the verdicts were returned, declined to comment.

Actually Spencer, I do think trivial ‘racism’ has far too much clout, BUT someone taking on the role of a policeman should NOT say things that could cause offence. The boyfriend of an Ashford woman who was stabbed to death has told a court how he begged her to go to the police.
Ex Kent Police officer, Ivan Esack, 38, from Ashford, is accused of murdering his estranged wife Natalie Esack at her hair salon in the town on 30 April.
Mrs Esack’s boyfriend, Justin Khadaroo, told Maidstone Crown Court he had urged her to get an injunction against him.
He said she was a “nervous wreck” and that Mr Esack, who denies the charges, was a “disgusting monster”.
The jury earlier heard how Mrs Esack was stabbed up to 11 times in the neck and chest at her hair and beauty salon in Ashford High Street.
The court was told she was stabbed with such ferocity that the blade bent and the tip broke off.
Mr Khadaroo claimed Mrs Esack had received threatening text messages and phone calls from the ex policeman, and was attacked on more than one occasion.
“She was a nervous wreck and absolutely petrified,” he told the court.
“He was a vile disgusting monster,” he said.
‘An atrocious creature’

Mr Khadaroo told the court that Mr Esack had recently qualified as a football agent.

“He was an atrocious creature who was capable of killing her. Every time I urged her to take action.”

Police forces in England and Wales must improve plans to combat corruption in the service, inspectors have said.
Investigations into corruption are rising but too few forces are gathering intelligence to prevent it happening, the Inspectorate of Constabulary found.
HMIC looked at issues such as how police interact with the media and the acceptance of gifts and hospitality.
Inspector of Constabulary Roger Baker said HMIC was concerned progress was “inconsistent” and lacked “urgency”.
‘Low’ staffing levels
Her Majesty’s Inspectorate of Constabulary looked at 44 forces to assess progress against recommendations made in a 2011 report into police relationships.
Inspectors found in the progress report that although police forces registered gifts and hospitality, there was “little evidence” that chief constables were questioned about items they received.
Staffing levels in some anti-corruption units had fallen or were very low, inspectors found.
The report acknowledged it could be difficult to challenge people in senior positions but said checks must take place at “all grades and ranks”.
It also found a further clampdown on the use of social media, such as Facebook and Twitter, was needed.
A total of 357 instances of potentially inappropriate behaviour were identified on social media, spread across 185 profiles, HMIC said.
Offensive language, comments on police procedure, negativity towards work and extreme opinions on government were among the examples, it said.
‘More to do’
“HMIC found that the police service is responding to our 2011 report, Without Fear or Favour, by making improvements to how it identifies, monitors and manages integrity issues; but we are concerned that this progress is inconsistent, and lacks a uniform sense of urgency,” said HM Inspector of Constabulary Roger Baker.
“Integrity is fundamental to the core values of the police and what it means to be a police officer. As such it must be at the heart of every action carried out and word spoken by police officers and staff.
“HMIC will therefore continue to monitor and inspect the service‟s progress in order to provide the public with confidence that all forces are adhering to high standards in these respects.”
The Without Fear or Favour report found no evidence that corruption was endemic in police relationships with the media and others.
But it revealed concerns that few forces provided any policy or guidance in relation to key integrity issues.
HMIC said: “While some progress has been made, particularly by putting in place processes and policies to manage threats to integrity, more needs to be done.
“The pace of change also needs to increase, not least to demonstrate to the public that the police service is serious about managing integrity issues.”

I, like many tax-paying idiots used to think that the police were decent honest people. That was until they decided to charge me with indecent exposure. The fucking hilarious thing about my ridiculous conviction was the fact that I was naked in my own FUCKING FLAT! Even though my flat is 35ft from the ground and faces onto an industrial facility some grumpy (and lazy) female smokers complained to the oink oink POOlice. Also they left me in the cell at the station for 24hrs until they charged me. I was nothing but polite and cooperative and explained the misunderstanding, but they didn’t give a flying fuck and told me how “serious” this was.
Lets just say that next time they come a knocking to my door, my greeting will be of a higher calibre.

A former policeman has been jailed for at least 28 years for murdering his estranged wife at her hair salon.
Ivan Esack, 38, of Ashford, was sentenced to life in prison for the murder of 33-year-old Natalie Esack.
He admitted stabbing her 11 times at her salon in Ashford High Street but said he was suffering from diminished responsibility. He was found guilty of her murder on Friday.
The judge said he “cut down and killed” Mrs Esack in the prime of her life.
Judge Charles Byers at Maidstone Crown Court told Esack he had shown no remorse for his actions.
‘Calculated killing’
He continued: “Not only did you take her precious life but in doing so you devastated the lives of so many around her.
“You had previously made her life a misery, subjecting her to repeated physical and verbal abuse.
“And yet she never offered you any malice, not of any sort.
“You are a controlling man and the only way that you could continue to control her life was to take it from her.
“You had no other intention that day other than to kill her. This was a calculated, premeditated killing planned to the minute.”

Esack’s trial at Maidstone Crown Court lasted four weeks. The court heard Esack stabbed his estranged wife with such ferocity the 8in (20cm) blade bent and the tip broke off.
The jury was told he carried out the attack because he failed to come to terms with his estranged wife’s new relationship with Justin Khadaroo.
In the run-up to the murder in April 2012, she was subjected to a series of threatening text messages and calls which left her a “nervous wreck and absolutely petrified”.
During one telephone conversation, when she asked him what her options were, Esack replied: “Death, death, death.”
The case will now be the subject of an independently chaired, multi-agency review which is expected to report in February.
Ivan Esack worked for Kent for seven years until January 2010 and was based at Maidstone police station.

Off-duty Greater Manchester police officer murdered
Ch Supt Chris Sykes: “His colleagues at work are very shocked and very upset”
An off-duty police officer has died after being assaulted in Greater Manchester.
PC Gareth Francis, 28, was walking home from a night out with friends on Castle Street, Edgeley, Stockport, at 01:20 GMT, when he was attacked, police said.
He was taken to Stepping Hill Hospital with a head injury and died later.
Two men, aged 20 and 21, from Stockport, have been been arrested on suspicion of his murder and remain in custody for questioning.
A post-mortem examination will take place later to establish the cause of death. Police have appealed for witnesses.

Detectives said he was dropped off by a taxi in Edgeley after a night out with friends in Manchester city centre and assaulted minutes later.
Ch Supt Chris Sykes said PC Francis joined Greater Manchester Police force in 2007 and was serving at West Didsbury Police Station.
He added: “Gareth was a dedicated police officer with six years’ experience and he will be greatly missed by his colleagues.
“However, the loss will be even greater for Gareth’s family and I would like to reassure them that we have a team of detectives working round-the-clock now to establish exactly what happened this morning.
“Gareth’s colleagues on the South Manchester Division have been dealt a terrible blow by today’s news and and welfare is being provided to any members of staff affected by this tragedy.”

Dozens of police officers are being investigated over their use of anabolic steroids supplied by criminals in gyms, an anti-corruption report has revealed.
It warns that the many officers who use drugs to boost their strength risk corruption if they depend on dealers.
The Association of Chief Police Officers in England and Wales ordered the report from the anti-corruption group Transparency International.
It says some officers also abuse their power to obtain sexual favours.
The report urges “zero tolerance” on corruption and says forces should not “fire-fight” their way from crisis to crisis.
Acpo’s spokesman on professional standards, Staffordshire Chief Constable Michael Cunningham, said the problems caused by officers taking steroids was were “a significant threat”.
He said almost all of the 43 forces in England and Wales were investigating police officers involved in bodybuilding who had formed inappropriate relationships with people supplying the drugs.
“In most forces there will be a police officer who is into bodybuilding and the gym and who would abuse steroids,” he said.
Such cases would often start with officers going to gyms, starting to experiment with steroids – “then the relationships they form when they’re using steroids become corrupt and corrosive”, he added.
Hearings plan
Mr Cunningham said other top risk factors for corruption included the misuse of information systems.
He said most forces were also investigating allegations against officers “abusing their position for sexual favour”.
Later this week, chief constables will meet to talk about how best to tackle corruption allegations.
They will discuss plans including making gross misconduct hearings open to the public and the media as well as setting up ethics committees – independent of the police and crime commissioners – for each force.
In December, the Inspectorate of Constabulary called on forces to improve plans to combat corruption.

MPs say the police watchdog for England and Wales is overwhelmed, woefully underequipped and failing to get to the truth of allegations of wrongdoing.
A Home Affairs Committee report said the Independent Police Complaints Commission needed more resources.
The MPs said the body needed more powers and should spend more time investigating police corruption.
Chairwoman Dame Anne Owers welcomed the report, saying the IPCC was struggling to meet legitimate expectations.
Almost 32,000 police officers faced complaints between 2011 and 2012 – many of them trivial and dealt with informally.
‘Not yet capable’
But in a scathing report, MPs said the IPCC was overloaded with appeals. Serious police corruption cases were being under-investigated while resources went on less serious complaints, the report said.
“Police officers are warranted with powers that can strip people of their liberty, their money and even their lives and it is vital that the public have confidence that those powers are not abused,” said the MPs.
“We conclude that the Independent Police Complaints Commission is not yet capable of delivering the kind of powerful, objective scrutiny that is needed to inspire that confidence.”
MPs said the IPCC had too many former police officers among its investigators and delegated too many complaints to the police forces to investigate themselves, only to overturn the police’s conclusions in a third of appeals.
The body lacked specialists capable of analysing crime scenes in the critical hours after an incident involving the police, they said.
“Compared with the might of the 43 police forces in England and Wales, the IPCC is woefully under-equipped and hamstrung in achieving its original objectives,” said the MPs, adding that it was smaller than Scotland Yard’s own internal investigations team.
The MPs say the government should provide ring-fenced funding for investigations affecting police integrity, such as the Andrew Mitchell Downing Street “plebgate” affair.

The IPCC is currently trying to embark on its biggest ever investigation by examining allegations that police officers were involved in a cover-up of failings following the 96 deaths at the 1989 Hillsborough tragedy.
Parliament has passed legislation to give the body more powers for the massive inquiry and ministers are guaranteeing funding for extra investigators currently being recruited.
Dame Anne said: “This report recognises that we do not yet have the resources or powers to do all that the public rightly expects and needs from us.
“That is what we have been saying for a long time.
“Without that, we will continue to struggle to meet the legitimate expectations of complainants and of families who have lost someone in tragic circumstances.
“We are a demand-led organisation, and, as the committee’s report shows, the demand for our services continues to grow. But all of this needs resources and powers.”
A Home Office spokesman said: “Improving police professionalism and integrity are at the cornerstone of the sweeping reforms we are making to the police force, and the IPCC has a key role to play.
“We are already working to ensure the organisation has the powers and resources it needs to manage the challenges it is currently facing and we will shortly announce a package of new measures designed to further improve the public’s trust in the police.”
The watchdog was set up in 2004 after its predecessor was severely criticised in the report into the murder of Stephen Lawrence.
It also has powers to investigate complaints against the Serious Organised Crime Agency, Her Majesty’s Revenue and Customs and the UK Border Agency.

The first person to be prosecuted as part of the investigation into payments by journalists to officials has been jailed for 15 months in prison.
Det Ch Insp April Casburn, 53, from Essex, was convicted last month of misconduct in public office.
She had called the News of the World, offering to sell information to the paper, after the inquiry into hacking by the tabloid reopened in 2010.
The sentencing judge called it “a corrupt attempt to make money”.
The Metropolitan Police said it was “a great disappointment that a detective chief inspector in the counter terrorism command should have abused her position in this way”.
Casburn had said she contacted the paper out of public interest, but Mr Justice Fulford said her offence could not be described as whistle-blowing.
She spoke to journalist Tim Wood about the fresh investigation into phone hacking and claimed she did so because she was concerned about counter-terror resources being wasted on the phone-hacking inquiry, which her colleagues saw as “a bit of a jolly”.

April Casburn goes to prison as the first person convicted as part of Operation Elveden.
During mitigation, her barrister argued that the exceptional nature of her offence – one ‘mad telephone call’ – should not lead to a precedent-setting sentence which would affect any future convictions relating to corrupt relationships between police and journalists.
But Mr Justice Fulford made clear she had no excuse for her actions – it was a straightforward and troubling case of corruption.
This was the key factor. He assessed that her actions had damaged the public’s trust in the police and potentially damaged the integrity of a new investigation. There was, in his view, no defence of whistle-blowing – of speaking out in the public interest. And that’s why he concluded that the public interest would be in jailing the disgraced detective.

The detective denied asking for money, but Mr Wood had made a note that she “wanted to sell inside information”.
The newspaper did not print a story after the call and no money changed hands.
The judge, in his sentencing remarks at the Old Bailey said Mr Wood was “a reliable, honest and disinterested witness” who had “absolutely no reason to lie”.
“If the News of the World had accepted her offer, it’s clear, in my view, that Ms Casburn would have taken the money and, as a result, she posed a significant threat to the integrity of this important police investigation,” he said.
He told her it was “a corrupt attempt to make money out of sensitive and potentially very damaging information”.
Mr Justice Fulford went on: “Activity of this kind is deeply damaging to the administration of criminal justice in this country. It corrodes the public’s faith in the police force, it can lead to the acquittal or the failure by the authorities to prosecute individuals who have committed offences whether they are serious or otherwise.”
Casburn, who was found guilty after a trial at Southwark Crown Court, is in the process of adopting a child, and the judge said had that not been the case she would have been sentenced to three years.
The judge said he was particularly concerned about the child, and admitted that her absence while she is in prison could be damaging.
However, he said that, had she not been arrested, the detective would have returned to work by now, and therefore the child would be cared for by others anyway.

The Sunday tabloid was closed down in 2011 amid outrage over its hacking into voicemails.
‘Unhappy at work’
The offence happened in September 2010 when Casburn, from Hatfield Peverel, was managing the national terrorist financial investigation unit.
Ahead of sentencing, Casburn’s defence team told the judge her only offence was “being very unhappy at work and making a mad telephone call” to the News of the World.
In a statement, the Metropolitan Police said: “We hope that the 15-month prison sentence handed down to this officer sends a strong message that the leaking of confidential information for personal gain is absolutely unacceptable and will not be tolerated.”
It said she had “betrayed the service and let down her colleagues”, adding that there was “no place for corrupt officers or staff” in its police force.
Her arrest was one of 59 that have been made as part of the ongoing Operation Elveden investigation.
Operation Elveden is running alongside the Operation Weeting inquiry into phone hacking, and Operation Tuleta into allegations that computers were hacked to obtain private information.

Dale Cregan told a psychiatrist he had killed a father and son and two police officers, a court has heard.
Cregan has previously admitted killing PCs Fiona Bone, 32, and Nicola Hughes, 23, in a gun and grenade attack but denies killing David and Mark Short.
The psychiatrist told Preston Crown Court Cregan made the admissions during interviews while on remand and on one occasion told of his killing fantasies.
Cregan, 29, denies murder, attempted murder and causing an explosion.
Forensic psychiatrist Dr James Collins said that in one conversation Cregan, who is alleged to have used a gun and grenade to kill David Short, had said: “I shot David Short point-blank in the head, three times, but if I had had time I would have cut his head off.”
Cregan told the psychiatrist that David Short had threatened to rape his sister and son and threatened his whole family, jurors heard.
The psychiatrist told the court Cregan had said he had had fantasies about killing David Short.
He said Cregan had told him: “I was not really bothered about the others. I just wanted to kill David Short. I couldn’t get him out of my head.”

Dr Collins told the jury that Cregan had said to him that after Mark Short’s murder, David Short told Cregan he would rape his son and set him on fire.
Quoting Cregan from notes he made of the interviews, Dr Collins said: ‘I used to get visions of them killing my son, perhaps by a stray bullet. I was also worried about my mother and brother.
“I thought if I killed David Short I thought all these thoughts would go away.”
‘Big relief’
The jury was told by Dr Collins that Cregan had said: “He threatened my whole family so I was always going to kill him.
“I knew I would have to do it. It was not an urge – it was because what it was doing to me if I didn’t do it.”
Cregan told the doctor “a big relief rushed through my body” and he had had the “best sleep of my life” after killing David Short, the court was told.
The court heard Cregan told Dr Collins on the day Mark Short was murdered, that he had drunk 10 bottles of beer in a pub and had taken cocaine.
The psychiatrist told the court that, in their interviews, Cregan had described going into the Cotton Tree Pub and shooting John Short, Michael Belcher – also a member of the Short family – and Mark Short, but David Short was in the toilet when he entered the pub.
The court has been told Cregan went on the run after allegedly murdering Mark Short, 23, in The Cotton Tree Pub, Droylsden, on 25 May and his father David, 46, at home in Clayton, Manchester, 10 weeks later.
Attempted murder charges
He killed the police officers by luring them to an ambush.
Leon Atkinson, 35, from Ashton-under-Lyne, Luke Livesey, 27, from Hattersley, Damian Gorman, 38, from Glossop, Ryan Hadfield, 28, from Droylsden, and Matthew James, 33, from Clayton, also deny murdering Mark Short and the attempted murders of three others in the pub at the time.
Accused of the murder of David Short along with Cregan are Francis Dixon, 37, from Stalybridge, Anthony Wilkinson, 38, from Manchester, and Jermaine Ward, 24.
All four are also jointly accused of the attempted murder of Sharon Hark on the same day, and a single charge of causing an explosion.
They all deny the charges.
Mr Wilkinson is also charged with possession of a firearm with intent to endanger life and Mohammed Ali, 32, from Chadderton, is accused of assisting an offender. They deny the charges.
Only Cregan was charged with the murder of the two police officers.
The trial continues.

The deputy chief constable of Cleveland Police, Derek Bonnard, has been sacked from the force for gross misconduct.
Mr Bonnard was suspended when he was arrested as part of a corruption probe in 2011 and denied any wrongdoing. The former chief constable was also sacked.
The force said Mr Bonnard was sacked for six counts of gross misconduct, including obstructing the inquiry and misusing a corporate credit card.
Mr Bonnard said he planned to appeal after being treated “appallingly”.
His dismissal followed a disciplinary hearing which began earlier this month.
‘Not innocent’
The six counts against him included deliberately obstructing the criminal investigation, misusing public funds in relation to a charity bike ride, misusing a corporate credit card, inappropriately hiring a vehicle which he crashed, costing the tax payer more than £5,000, and accepting inappropriate hospitality.
The independent panel decided to dismiss Mr Bonnard without notice.

The allegations of gross misconduct followed an inquiry by the Independent Police Complaints Commission (IPCC).
He had faced seven counts of gross misconduct, but the seventh charge, that he had acted contrary to Cleveland Police policy in relation to the purchase of a vehicle provided to him by the police authority, was found not proven.
He was arrested along with the force’s former chief constable Sean Price, in August 2011.
Mr Price was sacked last year after he was found guilty of gross misconduct at a separate hearing.
Current chief constable Jacqui Cheer said: “In May 2012, Derek Bonnard publicly stated he was innocent of any wrongdoing and wanted his name cleared.

“He also described the investigation as highly expensive, recognising that it was funded by tax payers.
“Quite clearly, he is not innocent of any wrongdoing, and he has succeeded in delaying his misconduct hearing, which has incurred additional cost for the tax payer.

“He has let himself down, he has let Cleveland Police down but most importantly, he has let the people of Cleveland down. The force deserves much better from one of its most senior officers.”
‘Sorry chapter’
One count of potential gross misconduct for Mr Bonnard has been deferred pending the outcome of ongoing investigation Operation Sacristy.
Cleveland Police said as Mr Bonnard was no longer a serving police officer, he was not subject to any further police disciplinary processes.

IPCC Commissioner Nicholas Long said: “Mr Bonnard’s dismissal brings to an end a sorry chapter for the Cleveland Police.
“The two most senior police officers in the force have had their careers unceremoniously ended because of their individual failings. Events of the past two years can only have diminished public confidence in the force.
“I hope the conclusion of these disciplinary matters can act as a salutary reminder to all senior police officers that their role is to ensure the communities they serve are protected from crime and that they must be public servants beyond reproach.
“Above all, they must not to abuse the trust placed in them to benefit themselves and others financially.”
In a statement, Mr Bonnard said: “When I was arrested some 19 months ago I knew, despite my innocence, that my life and professional career would be changed forever… throughout this investigation I believe I have been treated appallingly with scant regard paid to providing a fair hearing.
“I will undoubtedly be blamed by some for challenging the misconduct process against me.
“However, like any other individual I deserved a fair trial and I simply tried to ensure that happened… an appeal will now be submitted against the findings of the misconduct hearing in order to clear my name.”

A police officer is suing a petrol station owner after apparently tripping on a kerb on his property when called to reports of a suspected break-in.
PC Kelly Jones, 33, says she injured her leg and wrist at the filling station in Thetford, Norfolk, on 25 August last year.
She was not available for comment. Petrol station owner Steve Jones said he found the case “shocking”.
Police said the claim appeared to be “instigated privately” by the officer.
Mr Jones said PC Jones tripped and fell and that he helped her up, but did not think she was hurt.
A letter to the business from solicitor Pattinson Brewer states PC Jones went to the Nunns Bridges garage at 00:20 BST.
‘Unaware of step’
It said she went towards a gap in the fencing near a jet wash area in order to access the rear of the premises.
She did not know there was a section of high kerbing and tripped and fell.

PC Jones injured her left leg and right wrist and went to the West Suffolk Hospital, the letter added.
The claim alleges the petrol station was at fault for failing to ensure PC Jones was “reasonably safe”, making no attempt to light the area or warn her about the step.
The letter also alleges the business failed to display any warning signs or carry out a risk assessment.
Mr Jones said he did not think he could have done any more to make things safe for the officer.
“I think the kerb was fairly visible – as visible as any kerbs on the road she had already walked over to get here,” he said.
“When I got this letter I was anxious and worried.
“It’s left a sour taste in my mouth.
“Times are quite hard for the industry and it seems everywhere we turn someone wants a piece of us – whether it’s rates people, credit card companies, shoplifters, or people driving off without paying.
“This is the final straw.”
‘Not common’
Paul Ridgway, chairman of the Norfolk Police Federation, said it had been made aware of the incident soon after it happened.

He said regardless of the federation’s view on any member’s claim, a claim is forwarded to a solicitor to see whether there is any merit in it.
He added: “All members of the public, regardless of what profession, can claim litigation against people and against private firms – that’s why everyone has insurance.
“It’s not common, I appreciate that, but the claim has come in and we’ve honoured the officer’s wishes by putting it through to the solicitor.”
Norfolk Police said it had been unaware of the claim, adding: “We have a duty of care to any officer injured whilst on duty, to support their continued health and well-being and fitness to return to work.
“Officers can, in addition, receive further support from their staff association, as well as pursuing private treatment.”

A police officer who was driving at speeds of up to 108mph moments before he crashed his patrol car in Shropshire has been cleared of dangerous driving.
PC Mark Milton, 46, from Pendrel Close in Market Drayton, said he was chasing a suspected stolen car on the A442 in Cold Hatton, which has a 40mph limit.
The patrol car was travelling at 92mph when it crashed into a traffic island in October 2011.
A jury at Worcester Crown Court unanimously cleared him of the charge.
No other vehicle was involved when the BMW patrol car suffered a shredded tyre and broken suspension strut on 26 October.
Mr Milton, an advanced police driver for 18 years, had earlier told the court there was “nothing to distinguish the island” by way of markings.
He guided the car to a safe stop and nobody was injured in the crash although the driver’s airbag did deploy.
‘Misconduct proceedings’
West Mercia Police is yet to decide if the officer will face disciplinary procedures.
A force spokesman said: “Charges are brought if the CPS decide that it is in the public interest and the evidence supports a realistic prospect of a conviction.
“It was right and proper that the evidence collated led to a criminal trial so the case could be tested before a jury.
“West Mercia Police will now consider misconduct proceedings in respect of PC Milton’s alleged driving behaviour and this may lead to disciplinary action.”
The West Mercia Police Federation has said the public interest will not be served by “initiating misconduct proceedings against the officer”.
Hampshire and Isle of Wight police are an appalling bunch of pricks. They lack any sense of professionalism, they assault people without any compelling reasons and worse – they happily falsify information on officials records.
When arrested for a crime I had not committed at the behest of MBNA, my wife suffered a stroke. Hampshire police at Newort, IOW allowed my wife to enjoy her stroke for 8 hours and then threw us out with advice to go to hospital.. Result my Wife then spent 4 weeks in the stroke unit. In the “rush” to release us quickly Hampshire’s criminally inept police failed in their duty to take fingerprints and other samples and so the crap police decided to make a police record that recorded me as having a conviction for robbery and drunk driving.
So in addition to hospitalizing my Wife for 4 weeks, they then caused me to lose my employment through stress and to lose my new career because of their false recording. Lukke Harvard James asserts it’s OK for police to make false records without compensating for losses and Roger Trencher the Force Solicitor loses correspondence which supports compensation for losses. A worse bunch of twats than Hampshire Police I will never know.
And lo and behold the former twat of a Chief Constable is made head of the new police training organisation and we still get another low quality chief constable who was his deputy.
And yes no communication so I still await compensation and they simply refuse to communicate or behave in a mature and adult fashion. Hampshire Police are ****

A man has died after police shot him with a Taser, Greater Manchester Police have said.
The 23-year-old suffered a “medical episode” and died after police fired at him with the stun gun.
Officers were responding to a disturbance in Beard Road, Gorton, in Manchester, when they used the Taser to detain the man.
I wonder if he will get a fair hearing?????

A policewoman with the Hampshire force who disclosed intelligence to criminals has been jailed for three years.
Rebecca Swanston, 28, pleaded guilty at Winchester Crown Court to three counts of misconduct in a public office between January and October 2012.
Swanston, who served as a PC until November, was secretly recorded in her home having incriminating conversations with criminal associates.
She accessed information from police systems while working in Southampton.
Swanston, of Lomond Close, Portsmouth, was involved in intimate relationships with suspected and known criminals in Southampton, including drug dealers.
The court heard she told suspected criminals they were wanted and advised them about police tactics, enabling them to avoid detection.
‘Self-destructive’
Swanston had accessed intelligence from police information systems while based at Southampton Central police station.
The court was told two men confessed their roles in crimes to her, including a machete attack, but she did not pass on the information.

It also heard that after Swanston’s activities came to light, a case against two suspected drug dealers, who she did not know, was dropped as her evidence formed a key part of the prosecution.

Passing sentence, Judge Jane Miller QC called Swanston’s behaviour “self-destructive”.

Speaking after the hearing, Det Supt Colin Smith, of Hampshire Constabulary’s Professional Standards Department, said Swanston’s actions “went totally and utterly against values of honesty and integrity required of her as a police officer”.

A former police constable filmed a naked teenage girl and took pictures up strangers’ skirts, a court has heard.
Robert Tedds, 58, who was previously with Warwickshire Police, admitted three charges of making an indecent image of a child.
He also admitted five counts of outraging public decency and was given a three-year community order at Worcester Crown Court.
Tedds had been working in a civilian role when the offences took place.
He retired as an officer in 2011 and had been working with the force’s firearms licensing unit when the offences took place, between May and June this year. He had also carried out some driving duties on a part-time basis for senior officers, Warwickshire Police said.
‘Financial difficulties’
Prosecuting, William Rickarby said Tedds’s offending came to light when a man spotted him taking a picture “up the skirt of one of the customers” at a petrol station in Leamington Spa, on 10 June.
He reported it to staff and a later review of CCTV at the petrol station uncovered five separate occasions when he had taken such pictures, using a mobile phone.
He was questioned and two mobile phones and a computer hard drive were seized.
“On one of the phones, a number of similar images at different locations were found, some of them were also in the back of cars, or in an office environment, while some were on a train,” Mr Rickarby said.
An indecent video of the teenage girl, filmed in June and deleted on the same day, was found on the second phone.
In mitigation, Michael Aspinall, said Tedds, of Grange Road, Leamington Spa, had an “exemplary record” of police service and now felt “absolute shame”.
All the still images on the phone were classified as the least serious, with no nudity, he said.
He added, after leaving the force following the maximum 32 years’ service, Tedds had financial and psychological difficulties and that was his only explanation.
Tedds will have to sign the sex offenders register for five years and attend a community sexual offenders work group. Ten further matters of outraging public decency were taken into consideration

A judge has made legal history by sanctioning the sterilisation of a man “in his best interests”.
The 36-year-old, from the Midlands, has learning difficulties and already has a son, born in 2010, with his girlfriend.
Mrs Justice Eleanor King ruled that a vasectomy could take place after hearing that another child could cause the man “psychological harm”.
Experts said he was capable of sexual consent but did not have the capacity to make decisions about contraception.
They said the man, referred to as DE, could not be relied upon to use condoms or other birth control methods effectively to prevent pregnancy.
The Court of Protection in London has heard that DE does not want to become a father again.
The application to allow a vasectomy was made by the man’s local NHS trust, with the support of his parents, GP and the local authority involved in his care. None of them must be identified, by court order.
The case came to court because of undisputed evidence that DE does not have the capacity to decide whether or not to consent to sterilisation, meaning a judge had to make the decision.
In her ruling, Justice King said a vasectomy was “undoubtedly” in the best interests of DE.

Police chiefs wanted to buy an overseas holiday home for officers using money from the Hillsborough Disaster Fund.
South Yorkshire Police proposed purchasing a property after bosses of the fund asked for ideas of how to spend “residual money” in 1991.
The force also asked for gym equipment, gifts for sick officers and microwaves.
Sheila Coleman, of the Hillsborough Justice Campaign, described the “brazen” requests as evidence of the police “insensitivity”.
Documents released by the Hillsborough Independent Panel show the request for a holiday home was made by Chief Inspector John Donnelley, who was in charge of policing in Sheffield city centre on the day of the disaster.
He wrote: “Purchase of some sort of holiday flat – either home or abroad – for use by police officers and families.”
Sir Norman Bettison, a former inspector with South Yorkshire Police who attended the 1989 match as a spectator, suggested spending £2,000 refurbishing the enquiry desk area at Hammerton Road Police Station, or upgrading the police room at Hillsborough.
Other suggestions included redecorating police rooms at five football grounds in South Yorkshire, improving visitor facilities at police stations, and creating an Occupational Health Unit for the force.
‘Absolutely appalling’
None of the projects is believed to have been approved.
Money for the fund, which eventually reached about £12m, came via donations from organisations including Liverpool FC, the government, and the cities of Sheffield, Liverpool and Nottingham.
Ms Coleman said: “Clearly [South Yorkshire Police’s] insensitivity to the whole issue was such that they had no problem in proffering suggestions, such as Norman Bettison for the front of his police station.
“The one that gets me is the holiday home for police officers. Even at the time in 1991 people knew there was a cover-up – there was emerging evidence – and it is absolutely appalling that they are brazen enough that they would take the money.”
She described the decision by the fund’s trustees to offer bodies such as the police money in January 1991 as “premature”, saying it could have been put towards “subsistence” for families fighting legal battles.
‘Improve public safety’
Deputy Chief Constable Andy Holt said South Yorkshire Police was among a number of bodies approached by the fund’s trustees.
He said: “As a result, South Yorkshire Police formally submitted a number of suggestions to the trustees of the Hillsborough Disaster Fund which included enhancing the quality of the police control rooms at Hillsborough and other football stadia to improve public safety and the policing of future football matches.
“Other suggestions included the provision of better equipment for the force’s Casualty Bureau, the creation of an Occupational Health Unit and a number of community-based projects.
“In addition, a small number of other suggestions were made by individual officers and or staff at the time that included the provision of items of gymnasium equipment in police gyms to help maintain the health and fitness of officers, and the purchase of a holiday flat for use by officers and their families.
“I am not aware that any of the various suggestions succeeded in attracting funding.”

A police officer who sent a naked photograph of himself to a teenage girl has resigned.
Anthony Fellows, of the West Midlands force, was given a two-year suspended sentence at Birmingham Crown Court.
The 26-year-old, from Sanderling Close in Featherstone, Staffordshire, admitted the improper use of the electronic communications network.
A charge of attempting to force a child between the age of 13 and 15 to look at an obscene image was dropped.
Fellows had been a constable with the force for four years.
He was suspended when the allegations were made in October and November last year.
The force confirmed on Tuesday that Fellows resigned two months ago.
At the hearing earlier this month, the court also ordered him to pay £135 costs

Merseyside PC investigated over alleged ‘sexual advances’ to girl, 17
A Merseyside police officer has been suspended following allegations that he made “sexual advances” to a teenage girl while on duty.
The PC allegedly made the advances when he drove the 17-year-old home in a police car after picking her up off the street in the early hours of 17 August.
He was suspended following a complaint from the girl’s family.
The Independent Police Complaints Commission (IPCC) said the allegations were being “taken extremely seriously”.
The IPCC’s commissioner for Merseyside, James Dipple-Johnstone, said the organisation was managing an investigation that is being carried out by Merseyside Police.
He said the IPCC was involved to “provide confidence to the victim, her family and the public that there has been independent oversight and the investigation is thorough”.

Cumbria’s temporary Chief Constable could be asked to resign or retire by the Police and Crime Commissioner.
Stuart Hyde has been suspended since September after an investigation started into alleged misconduct.
Cumbria PCC Richard Rhodes said Mr Hyde had been re-suspended and he was proposing to start a process leading to possible retirement or resignation.
Mr Hyde said the investigation “found no evidence of misconduct, gross misconduct or criminality”.
In a statement he said: “What I am surprised and shocked about is that the PCC has not accepted their conclusion and has chosen to substitute his own.”
He said he was “very surprised” that Mr Rhodes was “attempting to remove” him from office.
Credit cards
In October, Mr Hyde was cleared of serious misconduct by the Independent Police Complaints Commission (IPCC) but an investigation by South Wales Police continued.
The investigating officer’s report said he did not find evidence of misconduct but included 36 recommendations, 12 of which related directly to Mr Hyde.
Mr Rhodes said the report showed Mr Hyde had breached force credit card guidelines on 50% of his card uses.
He said he had not provided proper receipts, had “on occasion” bought personal items which he then reimbursed and had used the card within the force area, which is not permitted.
Mr Hyde said he had “always promptly reimbursed every penny” if he used the card for non-policing purposes.
He was also accused of not recording some gifts and hospitality and to have taken “numerous” overseas trips, although he said all were “authorised and for a proper policing purpose”.
‘No jurisdiction’
In a statement, PCC Mr Rhodes said Mr Hyde had showed “poor judgement” by using air miles accrued on police business to pay for a personal trip.
He also said some of Mr Hyde’s comments on Twitter could be “considered unprofessional or offensive”.
Mr Hyde was Cumbria Constabulary’s Deputy Chief Constable when he was made temporary Chief Constable in January 2012.
That appointment ends on 30 August, at which point he reverts to his original post.
From that point the PCC has no jurisdiction over him as he would report to the Chief Constable.
Mr Hyde said he disagreed with the PCC’s decision to begin the process of seeking his early retirement or resignation when “responsibility will have to pass to another to manage the outcome”.
Merseyside Police Deputy Chief Constable Bernard Lawson is acting Chief Constable in Mr Hyde’s absence.

An anarchist group has claimed it started a fire which ripped through a police firearms training centre being built in Somerset.
A passing officer spotted the blaze at the Black Rock centre in Portishead in the early hours of Tuesday.
In a post on the Bristol Indymedia website, the group, called “Angry Foxes Cell”, says it “used accelerant to burn the major electrical cables”.
Police said it is too early to decide “cause or responsibility”.
A spokesman said the group’s claims were “one of the lines of enquiry” and a forensic team will be investigating the incident.
He said he wanted to stress that as the facility was still under construction it did not contain ammunition or anything that posed any danger to the public.
Avon and Somerset PCC Sue Mountstevens described the fire as “devastating”.
She apologised to the local community for any inconvenience caused by the fire and while the site is being made safe.
‘Rebellion against slaughter’
The group said in the post that its members targeted the construction site on Monday night, leaving it with “flames licking high”.
Angry Foxes Cell said it “puts smiles on our faces to realise how easy it was” to target the building.

‘Hot spots’

The facility, which will contain two indoor firing ranges and classrooms, is due to open in January.
It is part of a Private Finance Initiative (PFI) deal, worth more than £100m, which will also see police stations and other operational facilities built in Patchway, Keynsham and Bridgwater.

The police watchdog is investigating after a man died as officers made an arrest at a house in Leeds.
The man, 54, collapsed at his home at Grasmere Court, Wortley, at 19:00 BST on Wednesday as a 34-year-old man from the same address was arrested.
The 54-year-old was taken to hospital but later died.
West Yorkshire Police said it was “cooperating fully” with the Independent Police Complaints Commission (IPCC) investigation.
The arrested man suffered a “medical episode” but is now in custody, police said. The force said his arrest, on suspicion of criminal damage, was “pre-planned”.

Greater Manchester Police has paid out “five-figure sums” to demonstrators who claimed they were ill-treated by officers at a rally.
Dozens of arrests were made at the anti-English Defence League rally in Bolton in 2010.
The Justice4Bolton group claimed members were wrongfully arrested and officers were heavy-handed.
The force said it has settled a small number of civil claims out of court without admitting liability.
Justice4Bolton said three of its members received five-figure payouts from GMP.
‘Extreme violence’
Solicitor Michael Oswald, acting on their behalf, said: “It is a reflection of the bravery and tenacity of our clients that, more than three years after the attempts made to criminalise their peaceful opposition to the racist EDL, they have by way of these settlements finally been able to achieve the accountability and vindication they have sought.”
The three campaigners had launched civil claims for false imprisonment, assault, homophobic abuse and malicious prosecution.
One claimed he was seriously wounded by a police dog used as a weapon by an officer.
Police said several people were convicted of a variety of offences following the rally.
A GMP spokesman described the event as “an extremely difficult and challenging situation against large groups engaged in committing disorder and acting, at times, with extreme violence towards the police”.
The case against protester Alan Clough, 63, accused of using threatening behaviour, was dropped after a video appearing to show him being punched by a police officer emerged.
Two officers were charged with perverting the course of justice, with one later acquitted and the case against the other thrown out.

Police have said sorry to the family of a man who died in their custody on the 10th anniversary of his death.
Michael ‘Mikey’ Powell, 38, died of asphyxiation shortly after being arrested by police in 2003.
Assistant Chief Constable Garry Forsyth apologised to Mr Powell’s mother, Claris, for the “pain and suffering” caused to the family.
A vigil in his memory is due to be held outside West Midlands Police headquarters in Birmingham.
In a letter, Mr Forsyth writes: “I am very sorry for the pain and suffering this has caused for you and your family. I hope that the vigil may bring some comfort to you and your family.”
Jane Deighton, solicitor for the Powell family, said: “The Powell family have fought a long and painful campaign. It is a remarkable campaign which is set to continue.”
Mr Powell’s cousin, Birmingham poet Benjamin Zephaniah, said: “We have been asking questions for 10 years, protesting for 10 years, writing letters, and poems, and statements for 10 years, but most of all we have been collectively grieving for 10 years.
“We can’t reject an apology. The best we can do is simply raise our eyebrows and say, it’s better than nothing.”

‘Gross misconduct’ notices served on police officers

Six police officers have been served with notices of gross misconduct following an investigation into the death of a Bristol man.
Bijan Ebrahimi, who had previously called the police, was set on fire near a property in Brislington in July.
Three PCs have been suspended while the police watchdog, the IPCC, investigates how this contact was dealt with.
Two other men have been charged with murder and are due to appear at Bristol Crown Court on 2 October.
Stephen Norley, 24, and Lee James, 24, who are not members of police staff, appeared before Bristol Crown Court on 8 August charged with his murder.
‘Previous police conduct’
The Independent Police Complaints Commission (IPCC) investigation relates to the police contact between his call to police on 11 July to after his death on 14 July.
“This will also include any previous police contact with him and how those incidents were dealt with, including interactions with other agencies,” an IPCC spokesman said.
In a statement Avon and Somerset Police said as well as the three police officers that have been suspended, three other officers and a number of members of police staff are also currently being investigated but remain on normal duties.

A Metropolitan Police traffic officer has been critically injured in a hit-and-run incident in south London.
The PC, who was on foot, tried to stop a car in Sutton in the early hours of Friday but the vehicle struck him.
An ambulance was called by his colleague and the constable was taken to hospital where he remains in a critical condition.
The incident, which involved a black Volkswagen Golf, happened on Reigate Avenue with the junction of Rose Hill.

A police constable who was arrested on suspicion of child sex crimes after returning from a trip to Thailand was found dead at his home, it has emerged.
Norfolk Police said Gareth Gricks, 53, was found hanging at his home in Dunton, near Fakenham, on 6 August.
The force said he was suspected of abuse involving victims from south-east Asia, using online forums to make contact with young girls.
Mr Gricks would have faced nine sex offence charges, police said.
They included three counts of arranging or facilitating the commission of a child sex offence, five offences of sexual assault against a woman and one count of making indecent images of children.
Dismissed from force
A coroner’s inquest opening heard Mr Gricks was found in his garage by a family member.
Mr Gricks is understood to have told his family some details about the investigation a few days earlier.

“As a result of his death, there can be no criminal prosecution and the investigation, effectively, ceases.
“However, in recognition of his role and the serious nature of the offences he was due to face, it is right and proper that this information is placed in the public domain, not only to demonstrate police action but also to give victims of sexual abuse a voice when this cannot be achieved through the judicial process.”
Mr Gricks had been a constable for over 19 years and was based mainly at King’s Lynn.
Most recently he was was an investigator at Kings Lynn’s Police Investigation Centre.

West Mercia Police officer charged with rape
A West Mercia Police officer has been charged with two counts of rape.
PC Vinod Kumar Dahiya, 44, of Telford, was charged with the rape of a woman in May and June and assaulting her by beating on 15 May.
The officer, who is suspended, has been given police bail with conditions to appear before Telford magistrates on 13 November.
The alleged offences did not take place while the Shropshire-based officer was on duty, the force said.
He was charged with the rape of the woman between 14 and 17 May and between 1 and 6 June.

A criminal investigation has started into the death of a man in police custody who had been detained under the Mental Health Act.
Leon Briggs, 38, from Luton, died after being held following concerns about his behaviour in the town on Monday.
The Independent Police Complaints Commission (IPCC) said it believed “that potential criminal offences may have been committed”.
The offences could include negligence or manslaughter, it said.
‘Potential disciplinary offences’
IPCC Commissioner Mary Cunneen said: “Following a review of the evidence gathered so far, I have determined that this will be a criminal investigation. We are still in the early stages of this investigation and it is important that we do not pre-judge the findings.
“However, at this stage we believe there is an indication that potential criminal offences may have been committed including gross negligence and/or unlawful act manslaughter, misconduct in public office, and/or offences under the Health and Safety at Work Act 1974.
“We will also be considering whether any potential disciplinary offences have been committed.”
Members of the public raised the alarm when they became worried about Mr Briggs’s behaviour in Marsh Road, Luton, and he was taken into custody.
Witnesses identified
Ms Cuneen said: “IPCC investigators have obtained and reviewed CCTV from the custody suite at Luton police station and at the junction of Marsh Road and Willow Way.
“A number of independent witnesses have been identified, accounts have been taken and IPCC investigators will continue to interview witnesses over the coming days. Local businesses have also provided CCTV footage to assist our investigation.
“But we still believe there are a number of other people who may have seen Leon on Monday and we are keen to speak to them, particularly if you were in the Marsh Road area or outside Luton police station.”
Anyone with information is asked to contact the IPCC investigation team.
Mr Briggs’ family issued a statement saying: “Leon was a loving father, son and brother. He was a kind, loyal, intelligent, caring person who put his family and others first.
“It is important to us to see the seriousness with which the IPCC are approaching the investigation into Leon’s death.”

Five police officers and two staff have been suspended from duty after a man died in police custody.
The Independent Police Complaints Commission (IPCC) launched a criminal probe after Leon Briggs, 38, died while being detained in Luton under the Mental Health Act last week.
Bedfordshire Police said the move “in no way jumps to any conclusion about the outcome of the investigation”.
But it added the suspensions would ensure “neutrality and transparency”.
Mr Briggs was detained in the Marsh Road area of the town following concerns from members of the public about his behaviour.
He later became ill at Luton police station and was taken to hospital where he was pronounced dead, police said.
The IPCC said it believed “that potential criminal offences may have been committed”.
Bedfordshire Police said the suspensions would remain under “constant review”.
A spokesman said: “We continue to co-operate with the investigation to help provide Mr Briggs’ family, the coroner and the IPCC with accurate information about how and why Mr Briggs died.”
A witness said Mr Briggs was screaming during his arrest and complained to officers his handcuffs were too tight.
